Jeffrey Soffer’s proposed 10-story oceanfront Water Park at the Fontainebleau FAILED at the local democratic process. Miami Beach residents spoke — and the Commission listened.
But Soffer didn’t accept the outcome. Instead, he deployed lobbyists behind the scenes to take the fight to Tallahassee, bypassing the local voices that rejected his plan.
Representative David Borrero of Doral — a city nowhere near Miami Beach — is pushing a measure designed to wipe out the City’s ability to regulate massive developments like Soffer’s controversial Water Park.
With House Bill 399 Section 4, Borrero added an amendment on behalf of Jeffrey Soffer to force the Water Park through by stripping your city commission of its power.

Rep. Fabian Basabe, whose district includes Miami Beach, was among those who voted against the bill.
The amendment was added late without full committee vetting. Major changes deserve proper review. When policy is drafted so narrowly it benefits only one or two properties in a built-out community facing infrastructure strain, that raises fairness concerns.
